   Biographies

   Bill Neobard is a European & UK Patent Attorney. A partner of Kilburn & Strode in London, he gained experience working at the UK Patent Office as a Senior Examiner in the television, computing and circuitry areas. Much of his practice is now in those areas.

   Mr. Discher is a US patent attorney and attorney at law, and special counsel at Covington & Burling. His practice focuses on all phases of patent prosecution and counseling, including investigating, obtaining, protecting, and enforcing intellectual property rights. Mr. Discher's counseling practice includes providing strategic advice to US and international companies on procurement, management and enforcement of patent portfolios, and intellectual property issues. He has extensive experience in patent prosecution of US and foreign applications for electrical, computer, and business method inventions, as well as in preparing validity, infringement and freedom to operate opinions, and due-diligence analysis. Mr. Discher also has experience litigating patents that have pertained to technologies such as wireless communication, semiconductor chips, video display systems, and global positioning systems. Mr. Discher is resident in the Washington, DC office of Covington & Burling.

   Dr. Sinan Utku is a US patent attorney and attorney at law (Washington, DC and New York), and special counsel at Covington & Burling. His practice includes the drafting of patent applications and patent opinions, patent prosecution, technology transfers, patent due diligence and patent litigation. He has had significant experience in the technology areas of telecommunications, fiber optics and image processing, cryptography, computer software, business methods, and the electrical arts generally.
